On September 11, 2018, in the framework of the Fourth Eastern Economic Forum, a panel session "Port Infrastructure: New Opportunities for Investors" was held.

The cargo turnover of the ports of the Far East doubled from 2009 to 2017, demonstrating faster growth compared to the figure for the whole of the Russian Federation. In 2017, the cargo turnover of the ports of the Far Eastern Basin amounted to 191.7 million tons, of which the bulk is in coal transshipment. It is expected that the growth of coal exports to the Asia-Pacific countries and the active development of new coal deposits in the Far East will continue. In addition, the increase in cargo turnover will be provided by new projects for the transshipment of grain cargo, fish products, as well as the development of the transit potential of the Far East.

The discussion was attended by Deputy Minister of Transport of the Russian Federation, Head of the Federal Agency for Maritime and River Transport Yury Tsvetkov, Deputy Head of the Federal Antimonopoly Service of the Russian Federation Vitaly Korolev, as well as heads of the largest enterprises in the port industry of Russia.

The session participants paid much attention to coal transshipment issues against the background of the growth of coal exports to the APR countries, including through the active development of new coal deposits and the development of the transport potential of the Far East. The experts paid special attention to the priority areas of the industry to increase its competitiveness and which factors of investment attractiveness are most important for potential investors, as well as the balance between the economic efficiency of coal stevedores and their environmental responsibility.

Yury Tsvetkov noted that the construction of new coal terminals in the Far East should be planned outside residential areas in order to minimize the impact on the environment and on the lives of those who live in the region. This approach is proposed to be consolidated in the Strategy for the Development of Ports of the Far East, which is being developed on behalf of the Plenipotentiary of the President of the Russian Federation in the Far Eastern Federal District, Yury Trutnev.

In order to ensure sanitary and environmental safety on the territory of seaports and adjacent settlements, a number of measures are being taken, including at the level of regulatory acts. Thus, on May 24 this year, the government adopted a decree establishing the use of best available technologies by stevedoring companies aimed at reducing emissions of pollutants during coal transshipment, the deputy minister recalled.
