The round table was moderated by State Duma Deputy, Chairman of the All-Russian Congress of Municipalities (OKMO) Viktor Kidyaev, also the President of the IAC, Member of the Federation Council of the Federal Assembly of the Russian Federation Irek Yalalov, and Executive Vice-President-Director of the IAG Vladimir Selivanov.

Victor Kidyaev addressed the participants of the “round table”, noting the relevance of this topic and the importance of the exchange of positive experience in the use of “smart city” technologies.

The President of the MAG Irek Yalalov addressed the audience. In his speech, the senator stated that measures to implement the May presidential decree are being planned and implemented in Russian cities. The decree identifies 12 priority projects related to demography, health, education, housing, environment, safety and quality of roads, labor productivity, science, digital economy, culture, small and medium enterprises, as well as export, and heads of cities and municipalities prepare programs which include: preparation of proposals for amendments to federal and regional legislation, monitoring, enforcement of regulatory legal acts; holding round tables, retreats; the formation of urban legislation aimed at introducing advanced technologies and improving the quality of life of citizens; carrying out specific activities affecting various spheres of social life - improvement, ecology, science, culture, health care, and others.

He emphasized that the OKMO and the IAH are called upon to unite cities and municipal structures, to exchange business experience, and solve urgent problems. In connection with the relevance of the development of the digital economy and the Smart City projects, it was decided to hold a round table on the Development of the Digital Economy and the Construction of Smart Cities: Solutions Practices and International Experience. Irek Yalalov shared the experience of using the technologies of the “smart city” in Ufa, where from 2012 to 2018 he was the head of the Administration of the city district.

During the meeting, the participants reviewed the practice of solving such issues as:

  1. modern technologies for managing cities and municipalities: international experience;
  2. the quality of the urban environment (comfort of life), the development of urban infrastructure: the practice of solving;
  3. “Smart City”: technologies, prospects, development, concept;
  4. practices of solving and implementing the Smart City Program, taking into account the specifics of cities and municipalities;
  5. interaction of government, business, science: best practices; regulatory impact assessment;
  6. development of digitalization and robotization of territories;
  7. tools and powers of municipalities in the future development of their territories;
  8. content of the reform phase: digitalization of the state and municipal government in Russia and the EAEU;
  9. green standards for advanced development;
  10. smart region, city, smart production;
  11. Smart City features: Smart city - smart region: examples of the introduction of digital technologies and the potential effect;
  12. assessment of the prospects for the implementation of Eurasian integration projects for the cities of Russia and the EAEU;
  13. social networks as a factor in the development of cities and municipalities;
  14. environmental sustainable development of cities and regions in the digital age;
  15. creative economy: basic components, investment in the future. During the meeting, presentations of the best urban practices using public-private partnerships were demonstrated.

Then Maria Derunova, Deputy Director of the Urban Environment Department of the Ministry of Construction and Housing and Communal Services of the Russian Federation, made a presentation on the “Smart City of Russia” Standard.
