On February 28, 2019, NII KPU specialists took part in a joint meeting of the Committee on Localization and the Committee on Public-Private Partnership (PPP) of the Franco-Russian Chamber of Commerce and Industry on the topic “Concession agreement as a localization tool”.

The speakers of the event were Alexey Matushansky (Deputy Director of the Department of Strategic Development and Corporate Policy at the Ministry of Industry and Trade of Russia), Alexander Dolgov (Chairman of the PPP PPTP Committee) and Dmitry Kuznetsov (Director for Strategic Projects of Air Liquide in Russia).

During the discussion, participants in the meeting discussed open questions arising as part of developing initiatives to use concession agreements to localize industries, such as: potential restriction of competition, possible instruments of compensation and sales guarantees, and many others.

In addition, the representative of the Ministry of Industry and Trade of Russia noted that currently, within the framework of cooperation between business and the state, the program of special investment contracts is actively developing, at the moment there are more than thirty such contracts.

NII KPU specialists believe that localization of the best available technologies and equipment in Russia is a necessary measure that fully meets both import substitution tasks and helps to ensure the growth of investments in fixed capital, creating high-performance jobs for the population, and the tool of public-private partnership opens wide opportunities for such investments.

At the moment, NII KPU has a number of projects in the study, where localization of production may be required in order to increase their efficiency, as well as to obtain additional synergistic effects with related industries.
