On March 30, as part of the business program of the Krasnoyarsk Economic Forum 2019, experts from the NII KPU took part in the “Battle for R & amp; D. How can Russia become a significant player in the research and development market? Research & amp; Development ".

Research & amp; Development includes three main groups of activity: basic research, applied research, experimental design and technological development. This set of activities is aimed at obtaining new knowledge and their practical application for solving specific problems. National Expenses for Research & amp; Development are considered one of the key indicators of the country's scientific and technological development. The main barriers in the R & amp; D market in Russia are a low level of business interest, complicated procedures for obtaining government support, requirements for maintaining excessive reporting, low speed of interaction with organizations providing support. The key factor in increasing the efficiency of state support is simplifying the procedures for obtaining financing and increasing their transparency.

Attracting foreign teachers, scientists, creating preferential taxation conditions for IT companies, increasing the country's attractiveness for foreign investors, subsidizing education abroad with the obligation to work out for several years in Russia and other measures can also increase the country's chances of taking the leading position in the global R&D market.

The experts of the session, chaired by Igor Agamirzyan, vice president of HSE, discussed the most effective practices in Russia and the experience of other countries in the field of research and development.
