07/16/2019 At the Skolkovo Institute of Science and Technology, the leadership of the NII KPU, at the invitation of the Agency for Strategic Initiatives, participated in the meeting of the Expert Council on the implementation of the National Technology Initiative under the Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship of the State Duma of the Federal Assembly of the Russian Federation. The main topic was the legal regulation of the NTI market.

The meeting discussed a number of issues regarding open and personal data, data transfer between the state and business, sales and purchases of data, regulatory and legal regulation of drones, problems of aerial photography, difficulties with big data, legal restrictions that prevent the introduction of innovations, and moral and ethical aspect of the development of new technologies.

The meeting participants emphasized that overcoming technological and legal barriers is a key task for both Russian and foreign high-tech companies, the solution of which determines competitiveness in promising markets.

The event was moderated by Denis Borisovich Kravchenko - Deputy Chairman of the Committee of the State Duma of the Federal Assembly of the Russian Federation on Economic Policy, Industry, Innovative Development and Entrepreneurship. Opening the meeting, he stated that it is necessary to focus financial and managerial resources on laying the foundation for future markets and developing innovations that will help our country to become a leader in these areas in the next 15-20 years. “Today we have a fairly high representation, almost all of the committees that are associated with STI are represented here today. I remind you that the National Technology Initiative is an incredibly important program for our country. In essence, this is a strategy that will enable us to create new, completely new markets that currently have no analogues in the world. Although today these markets either do not exist yet or they are simply not so strongly developed, this does not mean that in 20 years they will not be in demand. On the contrary, we expect that these areas of trade will have priority in the global economy. And those countries that will lead in these areas will have a stable and solid economy that meets modern realities, ”said the deputy.

The need to take into account the moral and ethical component of the development of new technologies was announced by the Vice-Speaker of the State Duma and the leader of the United Russia faction. Sergey Neverov. “Today there are issues of social decisions, because this is a big release of labor. We remember, literally just recently, how many people worked as taxi dispatchers. (...) Of course, this is also a large field of activity for our trade unions in terms of the social protection of citizens who will be released, ”said the Vice-Speaker.

Agreed with Neverov and the special representative of the President of the Russian Federation on issues of digital and technological development Dmitry Peskov. “The future cannot be clearly planned. The future cannot be registered in advance. The future is created at the fingertips of human interaction. This is especially important for those areas that previously had not been paid attention, but now it is time. Great help is needed in matters related to ethics, norms, and morality. And we see emerging technological barriers that are not even technological, but social, ”he said. Peskov raised the issue of responsibility of UAVs for the safety of citizens, citing a number of examples illustrating the legislative gap in this area.

Participants emphasized the important role of the State Duma in legislative support of the professional community. They also submitted their proposals.

Legislative initiatives are also ready to share regions. One of the participants of the discussion, the Deputy Prime Minister of the Republic of Tatarstan on the digital economy, Roman Shaikhutdinov, expressed his readiness to transfer to the State Duma deputies over 20 proposals on the use of cars without a driver and operator.

Recall, the Expert Council of the National Technology Initiative (NTI) under the State Duma Committee on Economic Policy, Industry, Innovative Development and Entrepreneurship was created with the goal of ensuring the implementation of the NTI - a program of measures to create fundamentally new markets and create conditions for Russia's global technological leadership.
